    "Same issue on project charitey-37ce8 (Fourth Idly). Confirmed via both Console and Admin API (PATCH with updateMask=notification.sendEmail.callbackUri returns the same 400 EMAIL_TEMPLATE_UPDATE_NOT_ALLOWED)."
