Cloud run has IAP which does enable authentication but firebase bypasses it!

Agreed. Being able to add a page that has static content that is protected by authentication. I have had to build all static content into functions or storage as work around and it is messy.
Simple firestore rules style file would be amazing to maintain security. This should also include globalisation support
