This is available for Firebase Authentication and Google Cloud Identity Platform. Firebase recently launched a UI in the Firebase console under Authentication --> Settings --> Password Policy.

Cloud Identity Platform nowadays supports configurable password requirements: https://cloud.google.com/identity-platform/docs/password-policy. If your Firebase project is upgraded to Identity Platform, it will have this feature too.

There should be a various options, similar to fields outputted by zxcvbn (https://github.com/dropbox/zxcvbn)
