Password reset action URL update fails with EMAIL_TEMPLATE_UPDATE_NOT_ALLOWED
Firebase Authentication prevents updating the Password Reset action URL. The Console fails and the Admin API returns 400 EMAILTEMPLATEUPDATENOTALLOWED. Additionally, the Firebase bug report form fails during submission.
