Realtime database, change default tab order
Reorder the tabs in Realtime DB to prioritize displaying the rules or a landing page before the data.
New users and analytics management find that loading the Realtime Database section from the web console impacts bandwidth usage for reads. This behavior is not ideal and could be separated from the Realtime Database landing page, especially when editing or inspecting the rules, as it requires loading larger chunks of the database before the user switches tabs.

Consider similar changes to other tabs (e.g. Firestore, Storage) for a consistent UX.

This would be a great UX change, but not only for RTDB, but also for other Firebase tools, like Firestore DB, Storage, etc, as the work around is to have an empty collection / folder, which isn't great.

This would help a lot in avoiding unintended data downloads in Firebase Realtime Database.

It just doesn't make sense to load up to 200mb just to inspect or manage security rules. I love the Realtime db - its just overlooked and could use a lot of improvement. I think starting with something basic like this for new users would go a long way as they monitor downloads and bandwidth the most.
